If you give a place for the homeless to go and have their own community, it will be easier to monitor the vagabond population, and it should help to keep the bums away from the river and public plazas. Many hobos choose to live outdoors, and it becomes a problem in Reno during the Spring & Summer vagrant migrations. Tent city communities work in several cities and encourage progress. Shelters should be more focused on helping families and the mentally-ill.

Thank you for your suggestions. Thanks for the discussion and ideas. The City is working with Volunteers of America and other organizations to provide services to those in need. The Community Assistance Center focuses on helping families in need; some individuals choose not to use available services. City Council has proposed the creation of a Homeless Task Force with representatives from public safety, social service agencies, service providers and staff. We'll update as information on this task force is available.
